Sergio Celis
Restoration Lead
Sergio Celis holds a Master of Science in Geophysics with a specialization in Seismic Methods from the University of Texas at El Paso. He began his career as a Project Geophysicist in the oil and gas sector in South Texas before transitioning to environmental and mining geophysics with a Tucson-based consulting firm. In that role, he served as a Geophysical Specialist, leading field data acquisition, performing QA/QC, processing electrical resistivity data, and generating 2D subsurface models for mine sites, dams, and leak-detection projects in collection ponds. Mr. Celis returned to El Paso to become the Installation Restoration Program (IRP) Manager for the U.S. Army at Fort Bliss, Texas. He provided technical oversight for environmental cleanup efforts, developed draft guidance documents, and coordinated activities among the Army, regulatory agencies, contractors, and the U.S. Army Corps of Engineers (USACE). He subsequently joined Arcadis as Senior Geophysical Specialist and later advanced to Field Lead for the firm’s Geophysical Community of Practice. Proficient in GIS, Surfer, Global Mapper, and MATLAB, he excelled in task management, field sampling and testing, data analysis, and technical report preparation, with expertise in electrical resistivity and seismic methods. In 2022, Mr. Celis joined ERG as Co-Lead of the Restoration Branch and currently serves as a senior Installation Restoration Program Manager and NEPA/CERCLA/RCRA subject-matter expert. He functions as Federal Projects Manager and primary liaison among clients, government agencies, and stakeholders for investigations, remediation, property conveyances, and construction support. Presently, Sergio is the Program Manager for the Army Environmental Command’s Northeast PFAS Remedial Investigation contract.
Professional Highlights
Managed and executed surface geophysical investigations for a DoD PFAS remedial investigation at Peterson Space Force Base to map paleochannels, identify preferential groundwater flow paths, and quantify alluvial aquifer thickness, serving as task manager and field lead responsible for data collection, processing, interpretation, and H&S/work plans.
Served as Assistant Project Manager and Field Technical Lead for nationwide Army PFAS Preliminary Assessments and Site Inspections, directing multi‑media sampling, coordinating DoD QSM 5.3–compliant laboratory analysis, overseeing data validation, and evaluating results against OSD risk screening levels to assess PFAS releases.
Led EM and ERI geophysical surveys at an active wastewater treatment facility to delineate disturbed subsurface areas and guide soil borings, while managing H&S compliance, geophysical interpretation, technical deliverables, client communications, and formal presentations.
Led ERI and seismic refraction surveys at an industrial facility to identify high‑transmissivity bedrock zones supporting monitoring‑well placement, serving as Task Manager and Field Lead responsible for data processing, modeling, figures, and work‑plan compliance.
